with_root_config supplies the snapshot this tool reads synchronously (reachability, target mode, per-target policy). Passing None is the documented one-shot behavior and keeps the snapshot fallback; dropping the handle when the caller has one silently pins delegated plugin tools to startup config for the parent’s whole lifetime.
