Error a Channel::finalize_draft implementation returns when it could not deliver any part of the final answer and the platform has asked it not to send again yet (for example a Telegram flood limit with retry_after). Nothing is on the wire, but a caller that falls back to resending the whole answer would only extend the platform’s penalty. Callers must treat this as failed delivery and must NOT resend.
