Error a Channel::finalize_draft implementation returns when it posted part of a chunked final answer and could not deliver the remainder. The accepted prefix is already on the wire, so a caller that falls back to resending the whole answer would duplicate the delivered chunks. Callers must treat this as degraded-but-committed delivery: do NOT resend the full answer; the undelivered suffix is lost. delivered is the number of physical chunks accepted before the failure, for logging only.
