PERSONALITY_FILES minus MEMORY_PERSONALITY_FILE, for isolated / ACP sessions created with exclude_memory: true. Those sessions get no memory tools, a NoneMemory backend and no automatic saves; the curated memory content must be withheld from the provider-visible prompt too, otherwise the “persistent memory isolated” guarantee is only half enforced.

Derived from PERSONALITY_FILES at call time so the canonical list stays the single source of truth: a new non-memory personality file is picked up by isolated sessions automatically, with no second list to update in lockstep. Do not filter ad hoc at a call site — use this helper.
