Named here because two channels report this one fact and an operator has to be able to tell that they are the same fact: Config::collect_warnings() raises the structured warning, and the runtime traces it at each config application (warn_verifiable_intent_withheld in src/main.rs).

The prose deliberately differs per surface — the ValidationWarning message is the stable English contract for API consumers, zeroclaw doctor renders a localized line through Fluent, and the trace carries an operator log sentence. The code is what ties them together, which is why it is shared and the wording is not.
