Returns the legacy plugin directories that still hold installed plugins not visible to the runtime, which now scans PluginsConfig::resolved_plugins_dir.

Historically zeroclaw plugin install wrote to <data_dir>/plugins (and, before the data-dir rename, <install_root>/workspace/plugins). New V2 splits route packages to host data. An older split’s live agent workspace is not an automatic recovery source: compatible packages there require explicit operator adoption through zeroclaw plugin install <path>. Supported legacy root aliases are followed, but roots overlapping a known agent workspace in either direction are excluded. Target aliases are excluded and duplicate roots occur once. This selection does not bind the packages a later mover rescans or authenticate their historical origin. Used to surface a migration hint and to drive zeroclaw plugin migrate.
