Whether a workspace-relative path should be copied into the bundle.

Both halves of the agent’s memory are excluded: the store under memory/, and the MEMORY_SNAPSHOT_FILE at the workspace root that an agent re-hydrates the store from. Only the snapshot at the root is the store’s own; a file of that name deeper in the tree is the operator’s.

Both matches are anchored at the workspace root on purpose, and neither is a substring test: the store is <workspace>/memory/, so a nested notes/memory/ is the operator’s own directory and travels.
