agent or the procedure’s.
One source for both the authoring gate and the run surfaces that start a
procedure with no ambient agent turn, so a start can never be permitted on a
rule the executing driver does not share. checkpoint and capability steps
are exempt — they park for approval and run through the deterministic
capability registry respectively, neither of which assumes an agent.
