Expand description

Start a headless run driver and register it with its generation in one atomic step.

The supported way for a generation-owned surface — cron, channel ingress, the dashboard, an approval resume — to start a driver: admit_sop_driver holds the registry lock across both halves, so a driver either belongs to an open generation or is never created. A caller with no generation to belong to (a one-shot command, whose process ends with it) uses spawn_headless_run_driver directly instead.
